Concerned with the deteriorating standards of public school education in Nepal, Rato Bangala School initiated the Rato Bangala Partnership in Outreach Program (RBPOP) with the aim of adding value to education in Nepal. The generous financial support of the parents of the School allowed this project to take shape. RBPOP has completed its first five year program in five districts of Dhading, Dailekh, Lalitpur, Makwanpur and Myagdi. Working closely with the Department of Education, this Public-Private Partnership it has created exemplary schools where there is student-centered learning, and empowerment of all members of the School community.
Dailekh School Project Inauguration
RBPOP is now beginning its second five year project, and this time the focus is exclusively on Dailekh District, seeking to prove that it is possible to go ‘to scale’ in an entire well-populated district. Under RBPOP’s partnership with the non-profit Rato Bangala Foundation, all the 452 schools in the district will be covered by the Dailekh School Project. The work of mapping all the schools has been completed. One Field Officer has been hired for each of the 12 Resource Centers in Dailekh. Between the months of May and June 2009, 900 heads of school, and leaders of the School Management Committees of each school in the district have come to Patan Dhoka, Lalitpur, to reflect on the project, and to develop individual School Improvement Plans for the upcoming five years.

The last group of 81 leaders from Dailekh to come to Kathmandu Valley is headed by the District Education Officer. Also included in the workshop are Scool Supervisors, Planning Officers from the District Development Committee, and Resource Persons from the DEO. In addition, the Coordination Committee Members of the political parties, Village Development Committee Secretaries and Executive Officers of the Narayan Municipaliy of Dailekh will also be present.

The earlier set of 900 school leaders came in 14 groups of over 60 in each group, arriving over the course of two months with the main focus on improving their schools. The second set of leaders from Dailekh who are in Kathmandu from 2-4 August 2009, and mostly working in administration, will reflect on the project and how to support the Project so that visible results will be achieved within the upcoming five years. The goal is to transform the education status of Dailekh for the long run and to make it an exemplary district in Nepal.

RBPOP works under the conviction that education cannot be enhanced in isolation from the rest of the community, particularly when education is expected to develop citizens who will lead this county into the future. Every Nepali child counts, and it is the responsibility of adults who are in a position to make a difference to think deeply for the future of their charges, and of Nepal. This is why the DSP is including all stake-holders and contributors in its team from the very start.

With the Dailekh School Project, the Rato Bangala Family is showcasing a public-private partnership venture. The intention is to make everyone involved with in this project feel a sense of responsibility towards their children. Our work is in formal partnership with the Department of Education, the National Center for Education Development, the District Education Office, the District Development Office, the Village Development Committees and as well as with the managements of individual schools. A memorandum of understanding has been reached between the Dailekh School Project and the partners at each level, starting with the Department of Education in Kathmandu and ending with individual schools.

The Dailekh School Proejct was officially launched with a ceremony at Patan Dhoka on 5 August which will mark the formal launch of the Project. Although a lot of work has already been done in planning and preparation, the entire list of activities planned for the next five years will now move to implementation. The first half of the project will focus on training teachers, and providing close supervision and support in all of the 450 schools. The second half will be the phase where it will be ensured that everyone involved in the school will be putting into practice all techniques and tools acquired during the training phase. Process documentation will be an important part of the project. A mid-term and final evaluation will be conducted by an independent source.

Constitutional Assembly Chair, Honorable Subhas Chandra Nemwang graced the official launching of the Dailekh School Project. Rato Bangala School dedicates Rs. 5 milllion every year to this project for the upcoming five years.

At a time when there is much dislocation in society, we launch this project to give assurance that much is still being done in our country Nepal.  The positive examples need to be highlighted so that a sense of hope and accomplishment can be communicated.
